What We Handle

Lead Abatement & Compliance Services

XRF Testing Coordination

Coordination of XRF (X-ray fluorescence) testing by EPA-certified inspectors to identify lead-based paint in required units and common areas.

Targeted Lead Abatement

EPA-certified removal of lead-based paint from friction surfaces, window components, and deteriorating painted surfaces per RRP and Local Law 1 requirements.

Encapsulation & Stabilization

Where full removal is not required, we use EPA-approved encapsulation or stabilization methods — with proper documentation that satisfies HPD.

Occupied-Building Phasing

Containment and phasing plans that allow abatement to proceed in specific units or floors while protecting tenants in the rest of the building.

Local Law 1 Compliance Documentation

Annual XRF recordkeeping, dust-wipe clearance testing, and required compliance filings for covered multiple dwellings with children under 6.

HPD Violation Closeout

Complete documentation package for HPD lead violation closeout — clearance testing, contractor certification, and inspection-ready files.

Our Restoration Process

A documented, systematic approach every time

1

Assess the Scope & Regulatory Requirements

We review your property type, construction date, tenancy, and existing records to determine the applicable regulatory framework — Local Law 1, RRP, HPD violation — before any work begins.

2

Coordinate Testing & Documentation

XRF testing, visual inspection, and dust-wipe sampling where required. We organize all records in the format HPD and your property files need.

3

Perform Abatement or Stabilization

EPA-certified abatement of friction surfaces, window components, or deteriorating paint — with containment, HEPA vacuuming, and wet-work methods throughout.

4

Clearance Testing & HPD Closeout

Post-abatement clearance testing (dust-wipe samples) to confirm safe conditions. Signed contractor certification and full documentation package for HPD submission.

Who We Help

Owners, Managers & Contractors

HPD lead violations are Class C — 21-day correction window. Missing Local Law 1 XRF deadlines or failing to correct deteriorating paint in units with children under 6 creates compounding fines and legal exposure. We close the violation correctly with documentation that holds up to HPD reinspection.
Local Law 1 requires annual visual inspections in covered units and a specific protocol for units where a child under 6 moves in. We help manage the compliance calendar and close violations before your portfolio faces AEP risk.
Boards are responsible for lead paint compliance in common areas and unit interiors in pre-1960 buildings. We handle the regulatory path and provide the documentation boards need for annual filings and HPD records.
Renovation in a pre-1978 home triggers EPA Renovation, Repair & Painting (RRP) rule requirements. We handle certified lead-safe work practices, containment, waste disposal, and the post-work documentation your records require.
We work as your lead compliance partner — handling assessment, abatement, clearance testing, and documentation while you focus on the rest of the project. We keep jobs moving, not stalled on compliance.

Common Questions

Lead Abatement & Local Law 1 FAQ

Local Law 1 generally applies to owners of multiple-dwelling rental buildings where the building was constructed before 1960 — or before 1978 where lead paint is known to exist — and where a child under six resides or regularly spends 10 or more hours per week in a unit. If you're unsure whether your property is covered, we can review your situation and give you a straight answer.
Not every situation requires full removal. Depending on the condition of the paint, the location of the hazard, and the applicable regulations, stabilization, encapsulation, or targeted abatement of friction surfaces may be the right approach. We'll assess the specific conditions in your property and recommend the most appropriate scope — not the most expensive one.
In many cases, yes. We're experienced working in occupied buildings and can design a containment and phasing plan that allows work to proceed in specific areas while protecting the rest of the building. For certain high-disturbance scopes, temporary relocation of affected units may be required — we'll be upfront about that from the start.
Yes — documentation and violation closeout are part of what we do, not an afterthought. We compile full clearance and project records, support HPD submissions, and deliver documentation packages organized for both immediate compliance needs and long-term recordkeeping. If you're responding to an active HPD violation, we can prioritize your timeline accordingly.
No — and this is one of the most common misconceptions. Lead dust from friction surfaces like window sashes and door frames, as well as from intact but deteriorating paint, is the primary exposure route. The paint doesn't have to be dramatically peeling to be a hazard. That's why the law focuses on friction surfaces and deteriorating conditions, not just obvious damage.
Covered properties were required to have XRF testing completed by August 2025 in qualifying units and common areas. If a child under six resides in a unit with presumed lead paint, certain friction-surface abatement and related remediation obligations run toward July 2027, or within three years of move-in depending on the timing of tenancy. Missing these windows creates significant documentation and enforcement exposure.
Yes. We work with GCs and project teams as a lead compliance subcontractor, handling scope assessment, containment, certified abatement, clearance testing, and documentation while coordinating with your overall project schedule. Our goal is to keep your job moving, not create a compliance bottleneck.
